feat(c2000-linker): Добавить помощник настройки линкера C2000

Добавить генерацию карт COFF для TMS320F28335 и TMS320F2812, проверку CMD/MAP и русскую инструкцию.

Проверки: 14 тестов, включая четыре реальные линковки TI для RAM и Flash.
